Neighbors for a Better California (NFABC) advocates for housing policies that balance growth with neighborhood character, transparency, and long-term sustainability. We monitor state legislation closely and inform our members about the bills that will affect our communities — both positively and negatively.

What Is Fair Housing Policy?

Fair housing doesn’t mean housing at any cost. It means thoughtful policies that serve real people — seniors, families, veterans, and workers — while maintaining livable, safe, and functional neighborhoods. We support efforts to address housing affordability but oppose blanket upzoning that eliminates community input and local control.

Bills We’re Watching.

  • Would allow up to 8 units on any single-family residential lot without local hearings, setbacks, or parking requirements.

  • Extends and strengthens provisions that allow developers to override local zoning if a city lacks a state-approved housing plan.

  • Adds a second 50% bonus on top of existing Density Bonus Law, further incentivizing market-rate development with minimal affordability.

  • Mandates that surplus public lands — including school and utility-owned land — be prioritized for housing development, bypassing local zoning and environmental review processes.
