California Cities Call for Respect of Local Housing Elements in Response to SB 79 LOS ANGELES, SAN DIEGO, SAN FRANCISCO, and other locations! On Tuesday, the Los Angeles City Council voted 8–5 to formally oppose Senate Bill 79, the state’s proposed transit-oriented development law, citing “unintended burdens” and the undermining of community plans. From San Diego to Marin, cities have spent years - and millions of dollars - working with residents and the state’s Department of Housing and Community Development (HCD) to adopt certified Housing Elements and community plans. SB 79, they argue, would override those efforts with a blanket mandate that fails to account for the diversity of California’s 434 cities. “Cities have already identified where new housing belongs and how to make it affordable,” said John Terell, Legislative Chair for Neighbors for a Better California (NFABC). “SB 79 would discard that work and impose a one-size-fits-all zoning scheme, regardless of fire risk, infrastructure limits, or local affordability needs.
